Request for Expression of Interest For The Development of the Tuli-Karoo Sub-Basin Transboundary Aquifers (TBAs) Strategic Action Plan and Monitoring Plan

Background

The Southern African Development Community Groundwater Management Institute (SADC-GMI), in collaboration with the International Water Management Institute (IWMI), the Limpopo Watercourse Commission (LIMCOM), and the U.S. Agency for International Development (USAID), implemented the Conjunctive Water Management for Food Security and Resilience project from 2019 to 2021. The objective of the USAID-funded project was to “strengthen cooperation on the conjunctive management of surface and groundwater in the Tuli Karoo System to improve food security and resilience”. Through this project, a Transboundary Diagnostic Analysis (TDA)
was undertaken to establish the groundwater issues and management gaps in the Tuli-Karoo
Transboundary Aquifer (TBA). Under this project, a groundwater monitoring system was designed, and four pilot monitoring sites (three in South Africa and one in Botswana) were equipped with telemetric equipment. It was also
recommended that a Joint Strategic Plan (JSAP) be developed to establish the strategies and plans required to address the issues and gaps identified through the TDA. SADC-GMI is currently seeking a firm with a track record of over 10 years of proven experience in designing and installing groundwater resources monitoring infrastructure. The firm must also demonstrate capacity in transboundary groundwater management, especially in developing Joint Strategic Action Plans involving at least two Riparian Member States. The proposal submitted
for the assignment must show experience in at least three projects involving detailed work in a
transboundary aquifer context in the SADC region.
Expression of Interest Submission Requirements
Interested consultancy firms are requested to submit an expression of interest, and should include the following:
a. Evidence showing that the firm is a legal entity (certificate of registration)
b. This assignment targets a firm with more than 10 years of proven experience designing and installing     groundwater resources monitoring infrastructure.
c. Availability of Professional Key Staff with Suitable Qualifications in the field of assignment
d. The firm must also demonstrate capacity in transboundary groundwater management,
particularly the development of Joint Strategic Action Plans involving at least two Riparian Member States.
e. The proposal submitted for the assignment must demonstrate experience in at least three projects undertaking detailed work in a TBA context in the SADC region.
f. Brief description (not more than 3 pages) of the proposed Methodology of carrying out the scope of the work
g. The EOI submission should not exceed 30 pages.
