CALL FOR EXPRESSION OF INTEREST (EOI)

REPORT DEVELOPMENT AND AUTOMATION OF BANK RECONCILIATION

The multi-donor funded programme “Strengthening Good Financial Governance (GFG) in Zambia IV” is financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

Summary of the Assignment

As part of its support to the Office of the Accountant General (OAG), GFG IV Programme wishes to hire a suitably qualified and competent consulting firm to undertake the following consultancy services:

  1. To design and implement user specific reports in SAP IFMIS aimed at enhancing analysis, transparency and accountability for decision making and financial reporting.
  2. To review and implement an upgrade to the existing SAP-IFMIS automated bank reconciliation processes using SAP Electronic Bank Statements (EBS) aimed at eliminating manual effort, reduce errors, ensure timely reconciliation, improve compliance and financial reporting, thereby improving data integrity.

The contractor is responsible for providing the following services:

  • Design, Development, configuration, review and improvements of reports in SAP IFMIS
  • Automation of bank reconciliation in SAP IFMIS
  • Cash and Liquidity Management
  • Post implementation support

The service is expected to be performed between November 2025 to April 2026.

All deliverables must be completed within this period.

Selection Criteria:

To qualify for consideration in the tender procedure, interested firms are required to meet the following qualifications and submit documents for eligibility assessment accordingly:

  • Practical knowledge and experience in design and configuration of SAP solutions with various SAP systems, including SAP ECC6, SAP S/4HANA and SAP NetWeaver in a national government
  • Practical knowledge and experience in the use of Advance Business Application Programming (ABAP).
  • Practical experience in the use of SAP development tools, SAP Reporting tools, SAP transaction, ABAP dictionary and data modeling Practical knowledge and experience in design, development and configuration of customised budget monitoring and financial statement reports for a national government in SAP
  • Practical knowledge and experience in design and configuration of SAP EBS process ( Automated bank reconciliation process and related reports in SAP)
  • With Experience in Southern Region

Additional submissions:

  1. Annual total turnover for each of the last three (3) years, a minimum of 200,000 Euros or Zambian Kwacha equivalent per year is required.
  2. List of completed and ongoing projects supported by at least 2 client references.
  3. CV(s) detailing experience, competencies, and skills of key personnel for this project.
