REQUEST FOR EXPRESSIONS OF INTEREST (EOI) – CONSULTING FIRMS
Consultancy Services for the Noordoewer-Vioolsdrift Dam Bridging Feasibility Study Project: Noordoewer- Vioolsdrift Dam Bridging Feasibility Study Countries: NAMIBIA & SOUTH AFRICA

A. In 2015, the Permanent Water Commission (PWC) which was established between the Governments of Namibia and South Africa for the purpose of advising on matters related to the joint management, operation and utilisation of the water resources in the Lower Orange River (LOR), commissioned the Noordoewer/Vioolsdrift Dam (NVD) Feasibility Study (NVDFS, 2020) which was completed in May 2020. It however did not contain a conclusive recommendation regarding the optimal size, site and type for the NVD.
B. The Orange-Senqu River Basin Commission (ORASECOM) is the river basin organization established in 2000 by the Governments of South Africa, Namibia, Lesotho and Botswana for managing the transboundary water resources of the Orange-Senqu River basin and promoting its beneficial development for socio-economic wellbeing and safeguarding the basin environment. In March 2024, ORASECOM was appointed Project Executing Agency for the NVD Bridging Feasibility Study by the Permanent Water Commission.
C. The NVD Bridging Feasibility Study will be carried out to determine the optimal feasible technical solution for the location, size and type of water storage infrastructure required. It will include an in-depth review of the findings from the NVDFS 2020 study and completion of all elements of the study that remained partially completed and will finalise the purpose and timing of the development of the proposed dam; either for re-regulation for compensation of the Environmental Water Requirements (EWR), or for a larger storage; to provide additional system yield and mitigate impacts of the Lesotho Highlands Water Project Phase 2 (LHWP
2); or for both, in a phased approach. All necessary further investigations for the NVD at feasibility level of detail will be undertaken to ensure technical and financial feasibility, and the environmental and social acceptability of the proposed scheme. The Study will be carried out in conformity with the requirements of the international and national legislations applicable in Namibia and South Africa, including relevant Water Acts, Environmental Acts, etc. The Bridging Feasibility Study shall be carried in its entirety, in two phases namely Preliminary Feasibility and Detailed Feasibility.
D. ORASECOM now invites eligible consulting firms to indicate their interest in providing services in this assignment. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of qualified staff etc.). Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules of Procedures for the Use of Consultants” which is available on the Bank’s Website at http://www.afdb.org.
E. Joint Venture Partners and Sub-contractors who participated in the NVDFS 2020 are not eligible to tender for this assignment.
