LEAD: RISK & PERFORMANCE
CONTRACT TYPE: PERMANENT (0.8 FTE)
REPORTS TO: HEAD: FINANCE (UNTIL D.E.D RECRUITED)
DIRECT REPORTS: SUPPORT OFFICER: RISK & COMPLIANCE, ADVISER: PERFORMANCE AND COMPLIANCE.
LOCATION: UNITED KINGDOM OR SOUTH AFRICA
TRAVEL REQUIRED: APPROX. 4-6 TRIPS A YEAR (LIKELY TO LAST AROUND ONE WEEK INCLUDING TRAVEL TIME)

JOB PURPOSE
A key role leading the risk, performance and legal functions within Frontline AIDS. The role embeds a risk management approach across all organisation functions, ensures best practice in compliance, contractual management and data protection. Works closely with others to ensure consistent and effective programme delivery practice. The role spearheads business continuity planning and security management.
KEY ROLE RESPONSIBILITIES
Risk Management & Governance
- Develop and embed a comprehensive risk management framework across Frontline AIDS, build a strong risk management culture and ensure the risk policy and procedures are applied and regularly reviewed and updated.
- Work with the Board of Trustees and the Senior Leadership Team to set the organisation’s risk appetite
- Provide regular reports to Trustees (the Finance and Audit Committee), Directors and the Senior Leadership Team
- Assist the Head: Finance to maintain the critical risk register, taking ownership for presenting the risk register to the Senior Leadership Team and Board members as appropriate. Manage the co-ordination of any follow-up actions.
- Design and deliver a programme of communications, risk management and compliance training for all necessary staff, ensuring project teams are aware of Frontline AIDS’ risk management systems, programme cycle management framework, risk framework and risk tolerance.
Programme Performance
- Works with the Deputy Executive Director, Adviser: Performance and Compliance and SO: Risk and Compliance to ensure strong systems, behaviours and practice in managing programmes are in place.
- Provides leadership support to ensure risks in programme delivery are appropriately escalated, tracked and resolved by relevant colleagues across the organisation.
- Provides expert input to training and guidance of staff (coordinated by SO: Risk and Performance) on key tools and approaches in the Programme Cycle Management framework including overseeing its development.
Legal, Contractual & Procurement
- Gives compliance sign-off for all relevant procurement reviews and acts as a focal point for any procurement queries.
- Act as a member of the Procurement Committee, providing advice and support on large contracts under the Procurement Policy
- Oversee relevant stages of the contracting process for all donor agreements, sub-grant agreements and supply contracts.
- Working with external suppliers as needed, takes responsibility for agreement design, maintenance of contract templates, negotiation of changes to terms, final drafting, and communication of compliance restrictions contained in Frontline AIDS contracts, including our sub-grant agreement, consultancy and company contract templates.
- Management of Frontline AIDS trademarks in the UK, EU and international jurisdictions, ensuring that external professional legal advice is taken as appropriate
- Manage the inputs of local and pro bono lawyers and maintains relationships with appointed lawyers, pro bono lawyers and other legal advisory networks to ensure quality and prompt provision of expert legal advice when necessary
Compliance (Data, Policies and Security)
- Reviews, advises on the updating of existing organisational policies and develops new policies. Oversees policy on policies.
- Working with the Adviser: Performance and Compliance to maintain oversight of Frontline AIDS’ due diligence process and Programme Cycle Management processes ensuring they are effectively managed, supported and administered within Frontline AIDS
- Ensures Frontline AIDS complies with all relevant Data Protection regulation and legislation. Acts as Frontline AIDS’ Data Protection Officer.
- Maintain and coordinate the Frontline AIDS Crisis Management and Business Continuity systems. When required, sit as a member of the Crisis Management Team
- Manage the administration of Frontline AIDS’ security systems and training
Risk Management & Governance

PEOPLE /FINANCIAL/RESOURCE MANAGEMENT
- Provides effective line management and support to the Support Officer: Risk and Compliance and Adviser: Performance and Compliance.
PERSON SPECIFICATION
- Qualified to degree level in a relevant field to risk management and compliance.
- Post-graduate and/or professional qualification in a relevant field, including accounting, law, audit, or risk
- Extensive experience of working in a risk management/compliance/assurance function within a sizeable organisation, with strategic and operational accountability.
- Experience of managing and maintaining a risk case management system to ensure appropriate management of issues.
- Experience in developing and managing programme oversight and governance mechanisms that drive consistent approaches and strong performance.
- Experience of rolling out dedicated risk management and compliance training and supporting and guiding staff in developing risk registers and appropriate mitigating actions for risks.
- Experience of contract review and drafting of new clauses for contracts
- Experience of working with international donor rules and requirements and supporting/guiding project teams in managing projects in accordance with these rules and regulations.
- Knowledge of best practice in process review and improvement.
- Senior Experience in setting, reviewing, simplifying organisational policies and procedures and encouraging compliance.
