Business Process Review, Re-Engineering & Update of The Accounting Manual

The multi-donor funded programme “Strengthening Good Financial Governance (GFG) in Zambia IV” is financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

Summary of the Assignment

As part of its support to the Office of the Accountant General (OAG), GFG IV Programme seeks to engage suitably qualified and competent consulting firms to provide consultancy services to undertake review and re-design of business processes and procedures in line with best practices and current developments in PFM. The revised business processes and procedures will be used to update the accounting manual and form the bases for the migration of SAP IFMIS ECC6.8 to SAP S/4HANA.

The main objective is to contribute to the implementation of the Public Financial Management (PFM) Reform Programme in Zambia and, therefore, improve the effectiveness in service delivery to Zambia citizens.

The specific objectives of this consultancy assignment are:

  1. To help the government to comprehensively review and re-design its business processes and procedures in line with best practices and current developments in PFM.
  2. To update the accounting manual to reflect the approved revised accounting practices, accounting principles, policies, procedures and the existing regulatory framework applied in present accounting system to ensure smooth, effective and efficient operations.

The contractor is responsible for providing the following services:

  • Review and update of the Accounting Concepts, Principles and Policies
  • Business process review and re-engineering (BPR)
  • Updating the Accounting Manual
  • Conduct Stakeholder and Validation Workshops

The service is expected to be performed between  November 2025 to May 2026. All deliverables must be completed within this period.

Selection Criteria:

To qualify for consideration in the tender procedure, interested firms are required to meet the following qualifications and submit documents for eligibility assessment accordingly:

  • Knowledge and experience of key accounting concepts, principles and policies for a national government including IPSAS and GFS compliant Chart of

Accounts, accounting & Financial Reporting.

  • Knowledge and experience in government computerised accounting systems, business processes, procedures & development of accounting manuals
  • Knowledge and experience in Review, Analysis, re-engineering, design and implementation of business processes and procedures in government
  • Knowledge and experience of Zambia government’s budgeting, budget execution and accounting systems, processes and procedures, etc.
  • Experience of working on Two (2) accounting and budget reform assignments in a national government
  • Regional Experience in Zambia
  • Experience of development Projects

Additional submissions:

  1. Annual total turnover for each of the last three (3) years, a minimum of 140,000 Euros or Zambian Kwacha equivalent per year is required.
  2. List of completed and ongoing projects supported by at least 2 client references.
  3. CV(s) detailing experience, competencies, and skills of key personnel for this project.
