Call for nominations to serve on the Independent Commission
CALL FOR NOMINATIONS OF SOUTH AFRICAN CITIZEN TO SERVE ON THE
INDEPENDENT COMMISSION FOR THE REMUNERATION OF PUBLIC OFFICE-BEARERS
Section 219 of the Constitution of the Republic of South Africa, 1996, prescribes that an Act of Parliament must establish a framework for determining the salaries, allowances, and benefits, or upper limits thereof, of all public office bearers’ positions in South Africa.
The Independent Commission for the Remuneration of Public Office Bearers (Commission) has been established in terms of Section 2 of the Independent Commission for the Remuneration of Public Office Bearers Act, 1997 (Act). The Commission consists of eight Commissioners appointed by The President on a part-time basis for a non-renewable term of office of five (5) years.
In terms of Section 8 of the Act, the main functions of the Commission are as follows:
• To exercise the powers and perform the duties entrusted to the Commission by the Act,Section 219 of the Constitution or any other related law;
• To conduct an inquiry into any matter in respect of which it is authorized by this Act, Section 219 of the Constitution or any other law;
• To conduct any research or obtain relevant information from the Secretary of Parliament,the Secretary to any Provincial Legislature, the Secretary to the National or any Provincial House of Traditional Leaders, the chief executive officer of any constitutional institution, the chief executive officer of any municipality or any public office bearer as may be necessary for the performance of the functions of the Commission under the Act, section 219 of the Constitution or any other law;
• To publish annually in the Gazette recommendations concerning the following:
1. The salary, allowances and benefits of any public office bearer;
2. The upper limits of the salary, allowances or benefits of any public office bearer; and
3. The resources which are necessary to enable a public office bearer to perform his/her
functions effectively.
• To investigate and consider any matter relating to the salaries, allowances and benefits, including pension and medical aid benefits of public office bearers, at the request of The President and make recommendations to The President in this regard. Five (5) vacancies will become effective on 14 November 2024. Nominations are invited from any fit and proper person who is a South African citizen with a proven knowledge of or experience
in relation to the Commission’s functions or mandate to fill the five vacancies. Nominations must contain proof of South African citizenship and a complete curriculum vitae, including, but not limited to, information regarding the applicant’s knowledge of or experience in the above areas.
Members are entitled to the siting allowance as determined and issued by the National Treasury annually for office bearers of certain statutory and other institutions.
