Greater Kokstad Municipality (GKM) has the following vacancy in the Budget and Treasury Office.

CHIEF FINANCIAL OFFICER

R 965 958.00 R 1 103 953.00 R 1 224 083.00
Remote Allowance: 4% Of Total Annual Remuneration Package
As per Government Gazette No 50737dated 30 May 2024, pending receipt of the new ministerial determination.

REQUIREMENTS:
Minimum Requirements

•Grade 12 / Matric or Equivalent Certificate •An appropriate bachelor’s degree in the field of Accounting, Finance, or Economics (registered on the in the national qualifications framework at a NQF level 7 with a minimum of 360 credits). •Equivalent Qualification •Certificate in MFMP/CPMD. •A minimum of 5 years’ experience at middle management level have proven successful Professional accounting or Local Government’s finance experience. •Good  Knowledge and understanding of relevant policy and legislation. •Good understanding of institutional governance systems and performance management •Good knowledge of Supply Chain management regulations and Preferential Procurement Policy Framework Act, 2000 (Act No 5. of 2000), as amended. •Registration with a relevant professional body and project management certificate or diploma will be an added advantage• A valid Driving Licence (Code B) and Own appropriate transport.

Knowledge,skills and attributes

•Good knowledge and understanding of accounting principles and a flair for figures including the MFMA and Supply Chain Management. •In-depth knowledge of local government legislation and the statutory requirements pertaining to the post •Be Eligible for registration to the Institute of Municipal Financial Officers. •A high degree of aptitude for strategic/operational planning and management, decision-making, leadership, innovation and motivation •Good knowledge of supply chain management regulations and the Preferential Procurement policy Framework Act, 2000. •Excellent communication skills, interpersonal and leadership skills. •Knowledge of change
management Ensure the development and implementation of strategies that will have a measurable positive impact on financial performance. •Provide an advisory service to the Council on financial policy issues.

KEY RESPONSIBILITIES/DUTIES

•Plan and prepare budgets and financial documentation in accordance with the prescripts of the MFMA, other related legislative prescripts, and the Organisations Strategy •Establish and maintain appropriate financial management systems and asset management systems. • Responsible for utilization of resources in a responsible and sustainable manner •Establish and maintain mechanisms and procedures to meet departmental and Legislative Requirements •Plan and manage computer/electronic systems that record and store financial information •Operates at a and/or assume strategic leadership role and to advise on legal and financial matters •Provide analysis of financial records. •Oversee the efficient investment of Council funds •Develop strategies for Debt Collection and oversee related initiatives (budgeting, income, expenditure, activity-based costing, supply chain management, asset management) through the establishment, implementation and maintenance of a financial management strategy. •Oversee the compilation and review of annual financial statements. •Secure and service loans as required by Council. •Advise on the use of staff and resources •Evaluate the efficiency of
work practices and administration. •Attend to the statutory audit/s regarding financial standards and matters •Effect risk management strategies in the department. •Lead and oversee development, review process and implementation of the Indigent Policy, all other budget/financial & related policies as may be necessary.
