Support Officer: Technical Assistance

SUPPORT OFFICER: TECHNICAL ASSISTANCE
CONTRACT TYPE: FIXED TERM (12 MONTHS) REPORTS TO: SENIOR ADVISOR: TECHNICAL ASSISTANCE
TRAVEL REQUIRED: MINIMAL
The Frontline AIDS Technical Assistance (TA) unit is responsible for managing the delivery of Frontline AIDS’ portfolio of Technical Assistance assignments to a wide range of stakeholders. We have proven expertise in working with government bodies, national health programmes and civil society organisations to build skills in organisational development, financial management, grant management, programming in human rights and gender, and in strengthening community systems. We achieve this by deploying highly qualified, Southern-based, community consultants to work with recipients to deliver the support that is needed. Through this work, Frontline AIDS can generate income, which is returned to the rest of the organisation to support its broader mission.
ARE YOU WHO WE’RE LOOKING FOR?
The Frontline TA unit is currently seeking a dynamic, self-motivated individual to join our team to provide operational and administrative support.
You will be confident and experienced in providing operational and administrative support across multiple teams and organisations. The ideal candidate for this role will be comfortable interacting with a range of different individuals and organisations, including independent consultants and Frontline AIDS colleagues at all levels. They will be confident about engaging with a broad range of organisations – from the Global Fund and UN to community and civil society organisations, including Frontline AIDS partners.
KEY RESPONSIBILITIES
PROGRAMME DELIVERY
Your primary focus will be on supporting the Frontline AIDS’ TA team with contract and programme administration and delivery. You will contribute to our objectives by taking responsibility for a range of processes across Frontline TA’s portfolio of contracts and

TA projects. This will include, but not be limited to:
– administering Frontline AIDS’ TA contracting processes and procedures

– supporting project set up and consultant inductions into Frontline TA processes and procedures

– liaising with our finance colleagues to set up budgets and budget amendments

– preparing sub-grant agreements and related financial procedures- preparing and issuing consultant contracts

– processing incoming and outgoing invoices, and updating our monitoring data and analysis

– maintaining Frontline TA’s extensive database of consultants, including data entry, coordination of our QA, due diligence and safe-guarding processes.

The Support Officer will also be expected to provide our consultant colleagues with guidance and support.
They may also be asked to contribute to editing and formatting documents, reports and presentations so that they meet Frontline AIDS editorial standards.
COORDINATION
The Support Officer will be expected to manage the logistical arrangements for meetings and webinars, including organisation of translation services and online facilitation functions of remote meeting tools and systems. They will occasionally be asked to undertake some minute taking and meeting summary notes.
KNOWLEDGE
Depending on experience, the Support Officer TA may take on the responsibility for ensuring the efficient capture of MEL and KPI data for Frontline TA. This will include liaising with other colleagues across the organisation to ensure Frontline TA Outcomes are captured as efficiently as possible and in the right spaces (e.g. Salesforce, MEL systems, etc).
The Support Officer TA may also have the opportunity to liaise with colleagues working on our strategic priority to champion human rights, gender and social justice, as part of our delivery of TA to support the implementation of Frontline AIDS’ Human Rights Violations monitoring tool (REAct).

PERSON SPECIFICATION 

  ESSENTIAL
Graduate level qualification or equivalent  experience within an international organisation

DESIRABLE 

Knowledge and understanding of multilateral agencies and funding mechanisms such as the Global Fund, UN, UKAID, Expertise France etc
An understanding of international development issues, including HIV, health and human rights.

EXPERIENCE

ESSENTIAL 

Experience of project administration (including basic finance support), coordination and delivery in a professional environment.
Experience of using Salesforce, or other CRM system, and managing databases.

DESIRABLE

Experience of working with consultants.
Experience or interest in MEL and capturing outcomes and learning.
Experience of using more complex aspects of online meeting / conference tools (e.g. live translation, transcription, break-out rooms etc).

SKILLS/ABILITIES

ESSENTIAL 

Excellent coordination skills, flexibility to work within a dynamic environment, and the ability to multi-task without losing attention to detail.
Ability to take the initiative and work independently, identifying what needs to be done (including anticipating and mitigating potential
barriers to success) and who needs to be involved, and completing interdependent tasks with minimal direction.
Excellent inter-personal communication skills and ability to work with colleagues and stakeholders from a diverse range of cultural backgrounds.
Comfortable interacting with individuals with varying levels of seniority.
Highly numerate with budget monitoring skills Excellent computer skills, particularly MS Office package (Word, Excel, Outlook, Power point,
Teams, SharePoint etc). Excellent communication skills in English, both verbally and in writing.

DESIRABLE

Ability to engage with broader strategic conversations and contribute ideas and suggestions for change/ improvements.
Ability to write copy for reports or other communications materials.
Proficiency in French or Spanish (written and spoken).
